Use this grammar when you are quite sure about what you expect.
たとえば、あなたの友達のAさんは今、学校にいます。あなたはそれを知っています。
先生はあなたに聞きました。「Aさんはどこですか？」
Then you answer your teacher that he should be in the school.
「Aさんは、学校にいるはずですよ。」
He should be in the school.
「Aさんは、学校にいるはずですよ。」
